Byler Russell Owen, SFC USA (Ret.) is an ATDM Career Services Coordinator for the Accelerated Training for Defense Manufacturing (ATDM) program. Owen served over twenty-one years in the U.S. Army and VA National Guard, holding various senior non-commission officer (NCO) and command level positions as infantry on three combat deployments and as operations deployments for two deployments. He served as a Joint Staff national program manager in Arlington, VA and as the acting director of the Manpower and Personal (J-1) division while deployed to the Philippines.
Owen also brings workforce regional operations and program management experience from holding positions with the Workforce Innovation and Opportunity Act (WIOA) in VA’s Region XVII and the Northern Pennsylvania Region. Currently, Owen is a graduate student at Liberty University (LU) in the Executive Leadership curriculum and earned a Bachelor of Science degree from LU in Interdisciplinary Studies, majoring in Human Resources and is a certified HR Manager with the VA Dept. of Labor.
