Dr. John H. Hughes, IV joined IALR in June of 2023 as the first Executive Vice President of Operations. He leads IALR’s business and operations departments, which includes Applied Research, Public Relations and Communications, the Institute Conference Center, Facilities and Information Technology. Prior to service with IALR, Dr. Hughes worked in local government as the Assistant City Manager for the City of Lynchburg, VA where he led a collaborative and successful poverty-reduction effort, oversaw several departments, negotiated specific contracts and leases, assisted in developing the City’s diversity, equity, and inclusion plan, secured workforce and continuing education grants, served on Boards and Commissions, held memberships with professional and civic organizations and volunteered with local community service agencies. Dr. Hughes holds an associate in applied science from Central Virginia Community College, two bachelor’s degrees – one in social science, the other in business administration – as well as a Master of Business Administration, and the Doctor of Education – all from the University of Lynchburg (formerly known as Lynchburg College).
