Dr. John H. Hughes, IV joined IALR in June of 2023 as the first Executive Vice President (EVP) of Operations. His IALR division portfolio includes Applied Research, Public Relations and Communications, the Institute Conference Center, Facilities, Information Technology and Environmental Health and Safety.
Immediately prior to his EVP role at IALR, Dr. Hughes served as the Assistant City Manager (ACM) of the City of Lynchburg, VA where he was instrumental in developing the city’s inaugural DEI plan, led a collaborative and successful poverty-reduction effort, secured federal workforce/continuing education grants, oversaw city departments, and held a seat on several boards and commissions. During his tenure as ACM, Hughes also had the unique opportunity to provide leadership as the Interim Clerk of City Council and the Interim Director of Parks and Recreation.
Dr. Hughes’ earned degrees include an A.A.S., two B.S. degrees, the M.B.A., and the Ed.D. He is a board member of the Virginia Center for Inclusive Communities, a member of the Omega Psi Phi Fraternity, Inc., as well as other civic and community service organizations. He enjoys fatherhood, music, the culinary arts, and reading.
