City of Danville and Pitsylvania County celebrate start of construction on Microporous facility

The City of Danville, in partnership with Pittsylvania County, marked a major milestone for the region on Friday, May 22, celebrating the start of construction on the Microporous lithium-ion battery separator manufacturing facility. The ceremony follows the company’s $1.6 billion investment and is expected to create more than 1,800 new jobs in Southside Virginia. Annual wages average $61,000/year.

Local stakeholders, community leaders, and elected officials gathered at the Institute for
Advanced Learning & Research, Danville, to commemorate the occasion, including Delegate Madison Whitle, Delegate Eric Phillips, Danville City Council, and the Pittsylvania County Board of Supervisors. Special remarks were delivered by John Reeves, CEO of Microporous, Danville Pittsylvania Regional Industrial Facility Authority (RIFA) Chairman Vic Ingram, and Sherman Saunders, RIFA Vice Chairman.

Construction is expected to take 14 months, with completion targeted for Q3 2027.

Reeves said, “We’re honored to celebrate this milestone alongside the many partners who helped make this project possible. This investment reflects our confidence in Southern Virginia’s workforce, infrastructure, and future. We look forward to building lasting relationships here as we create new opportunities for families, support regional economic growth, and advance the technologies that will power the future.”

Danville Pittsylvania RIFA, which owns and oversees development of the megasite, celebrated the project as a transformative moment for the region.

RIFA Chairman Vic Ingram noted, “Not only is this a major milestone for the Southern Virginia Mega Park at Berry Hill but this is a historic day for the largest industrial park on the east coast. When I spoke at the initial announcement two years ago, I patiently longed for this day to become reality. Today, as the first shovel of dirt is moved, we all can celebrate this day as we officially welcome Microporous as our first tenant, and we look forward to a long and prosperous relationship for years to come. Welcome to Pitsylvania County.”

“Today is about opportunity for our people, for our families, and for the next generation growing up right here in this region,” remarked Saunders. “I am proud of what we have accomplished together, and I am even more excited about where we are headed.”

Microporous becomes the first tenant at the Southern Virginia Megasite at Berry Hill, the largest megasite in Virginia and the southeastern United States, marking a significant step toward positioning the region as a hub for advanced manufacturing and energy-sector innovation. The company has already earned national recognition for its impact on Southern Virginia, including honors from the Trade & Industry Development CiCi Award, designation as a Top Project by Area Development Magazine, and inclusion on Site Selection Magazine’s Top Deal in North America list.

Governor Glenn Youngkin Announces Landmark Investment by Hitachi Energy

RICHMOND, VA — Governor Glenn Youngkin today announced Hitachi Energy, a global leader in electrification, will invest $457 million to expand the company’s power transformer production facility in South Boston, Virginia, creating 825 new jobs in the Commonwealth.

The new facility will produce large power transformers, which support applications like high-voltage transmission, power generation, AI data centers, and large-scale industrial applications. Upon completion, the campus will be the largest manufacturing site for large power transformers in the United States.

“Thank you, Hitachi Energy, for trusting Virginia, again! Hard-working Virginians and a business-friendly environment are what first brought Hitachi Energy to the Commonwealth. Now, after years of success here, they are doubling down on that decision with this landmark investment in South Boston,” said Governor Glenn Youngkin. “Eight-hundred and twenty-five new jobs will be transformational for Southside Virginia, as will the power transformers those new hires are set to build. These transformers are critical to our Nation’s electrical grid and will be built right here in Virginia.”

Governor Youngkin continued: “We are also proud to announce a major workforce housing project to support Hitachi’s new employees. We are partnering with Halifax County and Virginia Housing to build 96 new homes supported by a grant from the Virginia Workforce Housing Investment Program.”

“Virginia’s manufacturing sector is continuing to grow with this exciting investment from Hitachi Energy,” said Secretary of Commerce and Trade Juan Pablo Segura. “825 new employees in South Boston will soon be constructing the critical electrical equipment needed to power even more economic growth in the Commonwealth. As our energy demands rise, Virginia and Hitachi Energy are rising to the occasion.”

This expansion will help meet the Commonwealth’s rising energy demand and promote domestic access to critical grid technologies. The move also supports the power needs of American manufacturing and other sectors and much-needed grid expansion and modernization efforts. Collectively, these investments will create thousands of jobs, bolster electrical equipment supply chains in the U.S., and contribute to the development of innovative technologies to enhance the security and resilience of the U.S. grid. The project will also be supported by a partnership of local and state government to jump-start workforce housing construction. Halifax County donated 10 acres of land near the Hitachi Energy facility, and a grant from Virginia’s new Workforce Housing Investment Program will speed up construction of 96 units of housing for workers and their families. Halifax County will waive permit and connection fees to enable housing construction.

“Power transformers are a linchpin technology for a robust and reliable electric grid and winning the AI race. Bringing production of large power transformers to the U.S. is critical to building a strong domestic supply chain for the U.S. economy and reducing production bottlenecks, which is essential as demand for these transformers across the economy is surging. As the global leader in electrification, Hitachi Energy is uniquely positioned to deliver critical power solutions for the American market,” said Andreas Schierenbeck, CEO of Hitachi Energy. “Our investments in expanding U.S. transformer manufacturing capacity—including at our new South Boston facility—are already creating good-paying American jobs, strengthening local communities, and reinforcing economic independence. At Hitachi Energy, we are deeply grateful for the leadership and support of the Trump administration, Governor Youngkin, Virginia’s General Assembly, and the Commonwealth’s congressional delegation, who came together to make this critical production capacity possible to power our energy future.”

“We are honored to partner with Hitachi for the expansion of the South Boston facility. The additional jobs and substantial financial investment in the community shows Hitachi’s commitment to Halifax County and our commitment to a strong business climate where industry can grow and thrive,” said W. Bryant Claiborne, Chairman of the Halifax County Board of Supervisors. “This is a great day for our citizens, our businesses and for Hitachi. We look forward to the development of this project and the growth of our community.”

“We are pleased to support the continued growth of Hitachi in Halifax County. We are honored Hitachi has selected the South Boston plant for this investment. Since the groundbreaking of the original plant in 1967, this facility and its people have been vital members of our business community,” said Joel Medley, Halifax IDA Vice Chairman. “We look forward to continuing work with company leaders on workforce housing, training and childcare throughout this project and into the future.”

“Hitachi’s leadership in transformer technology is advancing energy reliability worldwide, with South Boston, Virginia, standing as a key hub where investment in people and processes strengthens both community growth and global innovation,” said Linda Green, Executive Director of the Southern Virginia Regional Alliance. “We are grateful for Hitachi’s continued investments in Southern Virginia and for the company’s expanding role in meeting the world’s rising energy demands.”

“The investment by Hitachi Energy represents a significant step forward in advancing Virginia’s future,” said Delegate Luke Torian, Major Employment and Investment (MEI) Project Approval Commission Chair. “The General Assembly remains committed to strengthening the Commonwealth’s manufacturing sector and ensuring that we are prepared to meet increasing energy demands. We welcome Hitachi’s partnership in helping us achieve these critical goals.”

“This historic investment by Hitachi Energy in South Boston highlights the bright future ahead for Southside Virginia,” said Senator Tammy Mulchi. “I am proud that our region will play a key role in meeting the Commonwealth’s growing energy needs. Hitachi Energy has been a true partner to Halifax County and the surrounding communities, not only through major investments but by supporting families and creating opportunities throughout our communities. This investment will transform lives, strengthen communities, and lay the foundation for lasting growth in the great Commonwealth.”

“It is powerful news that Hitachi Energy will produce large power transformers at the South Boston plant,” said Delegate Danny Marshall. “Nationwide there is a shortage of electricity, especially for large-scale industrial applications. The shortage of equipment is part of the problem. Southside Virginia will help resolve some of that problem as Hitachi workers produce these crucial transformers.”

“A vigorous and reliable electric grid is critical for the American economy and American energy dominance. Bringing power transformer production to the U.S. is vital as energy demand skyrockets,” said Congressman John McGuire (VA-05). “I am thankful that this investment will establish a state-of-the-art manufacturing facility in South Boston, to produce necessary large power transformers. This $457 million investment and facility will create more than 800 new high-paying jobs in Virginia’s Fifth Congressional District. I would like to thank Hitachi, President Trump, and Governor Youngkin for working with me to make this a success.”

Hitachi Energy is a global technology leader in electrification, powering a sustainable energy future with innovative power grid technologies with digital at the core. With over a century in pioneering mission-critical technologies like high-voltage transformers, automation, and power electronics, Hitachi Energy is addressing the most urgent energy challenge of our time – balancing soaring electricity demand, while decarbonizing the power system. With an unparalleled installed base in over 140 countries, Hitachi Energy co-creates and builds long-term partnerships across the utility, industry, transportation, data centers, and infrastructure sectors. Headquartered in Switzerland, the company employs over 50,000 people in 60 countries and generates revenues of around $16 billion.

VEDP worked with Halifax County, the Southern Virginia Regional Alliance, and the General Assembly’s Major Employment and Investment (MEI) Project Approval Commission to secure the project for Virginia. Hitachi will be eligible to receive an MEI custom performance grant of $29.4 million for site preparation and facility costs, subject to approval by the Virginia General Assembly.

Battery separator manufacturer will establish over 1 million square feet of facilities on the Southern Virginia Megasite

Governor Glenn Youngkin today announced that Microporous LLC, a leading manufacturer of battery separators, will invest $1.35 billion to establish a new manufacturing facility in Pittsylvania County. The company will develop two phases of the project on Lot 1 of the Southern Virginia Megasite, each facility phase being approximately 500,000 square feet. Lot 2 of the Megasite is anticipated to be under consideration for future expansion. This project will create 2,015 new jobs. Virginia successfully competed with North Carolina for the project.

“This historic $1.35 billion investment by Microporous in Pittsylvania County marks a new chapter in Virginia’s incredible advanced manufacturing story,” said Governor Glenn Youngkin. “This project not only brings over 2,000 new jobs to Southside Virginia, but also positions the Commonwealth at the forefront of our nation’s resurgence in manufacturing. Microporous’ decision to establish their new facility here underscores Virginia’s competitive advantages and our commitment to leading the way in innovative industries.”

“The decision by Microporous to locate in the Southern Virginia Megasite demonstrates the transformative power of strategic long-term economic development,” said Secretary of Commerce and Trade Caren Merrick. “This investment will undoubtedly catalyze growth in the region’s advanced manufacturing sector and strengthen Virginia’s position in the rapidly evolving battery technology industry. Microporous is dedicated to developing the local workforce, investing in the community to improve opportunities for the local economy, and creating a better tomorrow for everyone.”

“Microporous’ selection of Pittsylvania County is a massive win for Southside and the entire Commonwealth,” said U.S. Senator Mark Warner. “This investment was made possible in part by a $100 million award courtesy of the Bipartisan Infrastructure Law, which I was proud to help negotiate. This new manufacturing facility will not only create over 2,000 good-paying jobs but will also help to continue to position Virginia as the advanced manufacturing hub of the United States. I look forward to welcoming Microporous to the Commonwealth and to working together for years to come.”

“I’m thrilled that Microporous is receiving federal funding I helped secure from the Bipartisan Infrastructure Law to build a facility at the Southern Virginia Megasite in Pittsylvania County, creating over 2,000 jobs and growing the region’s economy,” said U.S. Senator Tim Kaine. “This is a testament to years of hard work and collaboration, including working in a bipartisan way to address permitting challenges at economic development sites in Southside. With major federal investments from the Bipartisan Infrastructure Law and smart moves to cut red tape, it’s clear our work is paying off. I look forward to continuing to partner with the company and local stakeholders to ensure Microporous’ success in Virginia.”

“Securing a project of this caliber is a major win for Danville, Pittsylvania County, the region, and the Commonwealth, and we look forward to the positive economic impact Microporous will create,” said Major Employment and Investment Project Approval Commission Chair Senator Louise Lucas. “Catalyzing economic development in Virginia is a top priority, and I am proud the MEI Commission could play a role in this important project.”

I also want to acknowledge the late Senator Frank Ruff and Delegate Danny Marshall for their tireless efforts in securing the necessary resources to make this vision a reality. This project marks the first step in a transformative journey for our region, positioning us as a hub for advanced manufacturing in Virginia’s future.”

Microporous will also provide the County with added revenue to better serve our citizens. We look forward to many years of Microporous’ growth and success and Pittsylvania County is honored to be part of that journey.”

“This announcement of the first tenant in the Southern Virginia Megasite represents years of collaboration, hard work, and determination between Pittsylvania County, the City of Danville, our state representatives, and regional partners,” said Tunstall District Supervisor and Chair of the Danville-Pittsylvania County Regional Industrial Facility Authority Vic Ingram. “A U.S.-headquartered company, Microporous will bring more than 2,000 high paying, highly skilled jobs to Pittsylvania County and the entire Southside region, providing a substantial boost to the economy in a multitude of ways. We are thrilled that Microporous decided to locate at Berry Hill, as their investment will highlight the advantages to the Megasite, and signal to other businesses and corporations that Pittsylvania County is a great place to do business.”

“We welcome Microporous to Virginia and our region as it launches this transformative project,” said Danville Mayor Alonzo Jones. “The significant investment and job creation represent a major step forward for our region, positioning us at the forefront of advanced manufacturing in the lithium-ion battery industry. This partnership strengthens our local economy and underscores Virginia’s commitment to fostering innovation and growth. We look forward to supporting Microporous and seeing the positive impact this facility will have on our community for years to come.”

“Welcoming an industry leader with over 80 years of experience, yet at the forefront of industry innovations, as the first tenant in the Southern Virginia Megasite sets an inspiring precedent,” said Southern Virginia Regional Alliance Executive Director Linda Green. “Their commitment to a community benefits plan that aligns their growth with our region’s economic prosperity establishes a high standard for future companies. This partnership not only attracts promising new businesses to our area but also reinforces a shared vision for sustained regional success.”

“It is tremendously gratifying to see the nearly 20 years of planning, investment, and hard work that Pittsylvania County, the City of Danville, and the Tobacco Commission have put into the Southern Virginia Megasite pay dividends for our community,” said Delegate Danny Marshall, Tobacco Commission member. “I applaud the decision by Microporous to locate here in Southern Virginia and I thank them, our local partners, the Virginia Resource Authority, Southwest Virginia Natural Gas, VEDP, and others who have worked behind the scenes to make today’s announcement possible. It is also important that we recognize the work Senator Frank Ruff did over many years to make this announcement, and the Southern Virginia Megasite as a whole, a reality. His efforts were instrumental in the success we are seeing today and will see in the years come. This announcement is a testament to the kinds of generationally impactful projects we can bring to Southern Virginia when we all work together, break down silos and create a collaborative, pro-business environment. I am excited to see this project get underway, and look forward to future projects right around the corner at the Southern Virginia Megasite.”

“This is a significant addition to Virginia’s corporate community and investment in Pittsylvania County from what we hope will be a big user of The Port of Virginia,” said Virginia Port Authority CEO and Executive Director Stephen Edwards. “Microporous has a lot of work ahead of it and the port is ready to help this company succeed, grow, and move its products to markets around the globe. Our team is looking forward to collaborating with Microporous so the company can take full advantage of the port and the benefits it offers in terms of access to the world.”

Microporous, headquartered in Piney Flats, Tennessee, is a manufacturer, developer, and marketer of battery separators and engineered materials. The company plans to build on its core strength of lead battery separators, expanding into battery separators for lithium-ion batteries which are used in electric vehicle, energy storage systems, industrial, and consumer electronics applications.

The Virginia Economic Development Partnership worked with the Danville-Pittsylvania County Regional Industrial Facility Authority, Pittsylvania County, the City of Danville, the Southern Virginia Regional Alliance, the Virginia Tobacco Region Revitalization Commission, and the General Assembly’s Major Employment and Investment Project Approval Commission (MEI Commission) to secure the project for Virginia. Microporous will be eligible to receive an MEI Commission-approved special appropriation of up to $60.6 million based on an investment of more than $1.3 billion and the creation of jobs estimated to be in excess of 2,000, subject to approval by the Virginia General Assembly. The Virginia Tobacco Region Revitalization Commission, which has invested nearly $35 million in the Southern Virginia Megasite since 2008, approved up to $25 million in low-interest financing to bring major natural gas service to the project. Additionally, the company is eligible to apply for state grants from the The Port of Virginia.

Support for Microporous’ job creation will be provided through the Virginia Talent Accelerator Program, ranked the No. 1 Customized Workforce Training Program in the United States by Business Facilities in 2024. Expanding Work-Based Learning Opportunities

The Expanding Talent through Registered Apprenticeship (ExTRA) program saw remarkable progress, supporting the creation of apprenticeship programs across nontraditional sectors. This year marked the launch of Virginia’s first Registered Apprenticeship programs for EMTs and paramedics. The program’s success demonstrates the importance of partnerships between employers, training providers and community organizations to meet our region’s workforce needs.

In partnership with IALR, the Danville Life Saving Crew – the primary Emergency Medical Services provider for the City of Danville – signed 13 individuals as Virginia’s first Emergency Medical Technician (EMT) registered apprentices during an October ceremony.

ExTRA Impact in Numbers:

  • 50 new apprentices hired.
  • 12 new Registered Apprenticeship programs created.
  • Virginia’s first EMT and paramedic Registered Apprenticeship launched.

IALR was also selected to lead the Virginia Talent + Opportunity Partnership (V-TOP) Region 3 Regional Work-Based Learning Collaborative. This initiative develops opportunities for employers and students to connect through work-based learning – and prepares both students and employers for those opportunities.

TECHnista, LLC to Establish National Training Center in Pittsylvania County

Education consulting company will invest $1.5 million and create 15 new jobs to support Department of Defense contract

Governor Glenn Youngkin today announced that TECHnista, LLC, an education consulting company specializing in curriculum development for K-12 programs in defense and advanced manufacturing industries, will invest $1,559,646 to establish its National Training and Technology Center in Pittsylvania County. The project will create 15 new jobs and support the implementation of a five-year federal contract with the U.S. Department of Defense’s office of Innovation Capability and Modernization. Virginia successfully competed with North Carolina for the project.

“TECHnista’s training center in Pittsylvania County is a major victory for Southern Virginia and the Commonwealth at large,” said Governor Glenn Youngkin. “Virginia offers the location and world-class talent to catalyze growth for the company and develop the talent of the future for the advanced manufacturing and defense industries.”

“Virginia’s advantages for the advanced manufacturing industry are a major reason why TECHnista decided to locate in Pittsylvania County,” said Secretary of Commerce and Trade Caren Merrick. “This facility illustrates why the Danville area is such a strong location for manufacturers.”

“Our mission at TECHnista goes beyond building a successful business—we are committed to innovating K-12 education and strengthening local and national manufacturing workforce pipelines,” said TECHnista Founder and CEO Kelsey Robertson. “We are excited to bring our K-12 manufacturing education solution to fruition in Pittsylvania County. We feel confident that this region’s commitment to growing small businesses will play a key role in our success. We are deeply honored to have been offered support from Pittsylvania County, the Commonwealth of Virginia, and Governor Youngkin. This award will serve as a catalyst to inspire the next generation of talent and create sustainable, high-quality jobs that will drive the region’s future growth.”

“Pittsylvania County continues to diversify its business community with the addition of TECHnista to the Ringgold East Industrial Park,” said chairman of the Pittsylvania County Board of Supervisors Darrell Dalton. “A woman-owned small business that already has a stake in the future of our county, TECHnista not only brings added revenue and high-paying jobs to the county, but more importantly, it gives our students the tools and knowledge they need to acquire skills demanded in tomorrow’s workplace. TECHnista provides our children and grandchildren another opportunity to remain local while obtaining a quality education and a path toward sustainable employment right here in Southern Virginia. We are thrilled to be part of TECHnista’s continued growth and future success.”

“TECHnista is a wonderful addition to the Dan River District, and I am pleased that they have decided to locate in the Ringgold East Industrial Park,” said supervisor of Dan River District Eddie Hite. “The benefits of TECHnista are generational, as it will provide highly skilled, high paying jobs today as well as create products and services that align with the region’s emphasis on exposing our youth to future careers and job opportunities in the manufacturing sector. Already, TECHnista has developed the Advanced Manufacturing Academy program in Pittsylvania County and I’m sure this expansion will bring more quality educational programs to the region. I am also excited that TECHnista will provide added revenue to assist Pittsylvania County with offering the services and programs our residents need and want.”

“The Industrial Development Authority is delighted that Pittsylvania County and the Commonwealth have joined together to offer this unique business the incentives it needs to expand and grow,” said chair of the Pittsylvania County Industrial Development Authority Dr. Joey Faucette. “TECHnista brings new employment opportunities as well as a wealth of knowledge and expertise that benefits our youngest residents by providing a bridge between technology and K-12 education. At the same time, TECHnista’s expansion is yet another indication that economic growth and innovation remains robust in this region, and we are excited that they have decided to stay and grow in their home county.”

“TECHnista’s decision to establish its National Training and Technology Center in Pittsylvania County is a game-changer for our region,” said Senator Tammy Mulchi. “This $1.5 million investment will boost Southside’s economy while supporting a crucial initiative to develop the next generation of defense manufacturing talent.”

“We are very happy that TECHnista, LLC has chosen our region for its National Training and Technology Center,” said Delegate Danny Marshall. “This is a great match, since the Dan River region has already placed an emphasis on advanced manufacturing training at the college and high school levels for several years and is currently offering training at the IALR for the U.S. Navy. Developing K-12 program materials that are specific to the defense and manufacturing industries aligns with the training resources here and can be mutually beneficial.”

“The southern Virginia region’s commitment to workforce development over the past decade has clearly borne fruit, with substantial progress in supporting the local school system, students, and employees,” said executive director of the Southern Virginia Regional Alliance Linda Green. “It’s only fitting that these efforts would give rise to an entrepreneurial venture with the potential to impact students nationwide. The owners of this venture have played a crucial role in expanding skills and fostering an appreciation for manufacturing, not just at the K-12 and community college levels, but also within the Department of Defense and its specialized training programs. It’s truly meaningful to witness them establish a business aimed at contributing to national workforce solutions, especially in the Danville/Pittsylvania area, where they’ve already set a high standard of excellence. This new venture is a testament to their dedication and the region’s growing reputation as a hub for workforce innovation.”

Founded in 2020, TECHnista, LLC is a privately-owned education consulting company that creates curriculum and content for K-12 programs specific to the defense and advanced manufacturing industries. This five-year middle school manufacturing initiative funded through ICAM’s Industrial Base Analysis and Sustainment Program aims to attract students and impart to them the basic skills needed to succeed in advanced manufacturing careers. These skills will propel the next generation of defense manufacturing workers. The new facility in Pittsylvania County will serve as the NTTC for the Manufacturing and Engineering Education Reimagined for All program, creating curriculum, distributing consumable material, and providing support for MEERA regional centers across the United States. By 2029, the programs produced at the NTTC are expected to assist in training 110,000 students nationally per year.

The Virginia Economic Development Partnership worked with Pittsylvania County and the Southern Virginia Regional Alliance to secure the project for Virginia. In addition to DoD’s IBAS Program funding, Governor Youngkin approved a $50,000 grant from the Commonwealth’s Opportunity Fund to assist Pittsylvania County with the project. TECHnista is eligible to receive state benefits from the Virginia Enterprise Zone Program, administered by the Virginia Department of Housing and Community Development.

The company will lease-to-purchase a facility at 2311 Cane Creek Parkway, currently owned by the Pittsylvania County Industrial Development Authority, located in the Ringgold East Industrial Park.

Third Annual Southern Virginia Regional Housing Summit

September 11, 2024

Third Annual Southern Virginia Regional Housing Summit

The City of Danville will host the third annual Southern Virginia Regional Housing Summit, on October 24, at the Institute for Advanced Learning and Research Conference Center, 150 Slayton Avenue, Danville, from 8:30am – 3:30pm.

The summit will aim to spark new residential housing in the region, including Halifax, Henry, Patrick and Pittsylvania County and Danville and Martinsville city. Developers, builders, contractors, home renovators, financial institution representatives, architects, and community advocates are encouraged to attend.

This full-day event will feature presentations on local, state, and federal funding options, a panel showcasing examples of housing projects currently underway, and an exhibit hall. In addition, participating localities will provide information about single- and multi-family development opportunities throughout the Southern Virginia region.

“The Southern Virginia Regional Housing Summit has introduced new residential development in Danville, which is helping the City address its housing demand,” said Susan McCulloch, City of Danville, Division Director of Housing and Development. “We are excited to work with our regional partners to share our stories and opportunities for an exciting day of collaboration.”

“Our area has been blessed with expanding job opportunities from both new and existing businesses. However, the increased level of jobs and workers has created a shortage of workforce housing. Developers have stepped up and are building new housing, but we need more,” stated Delegate Danny Marshall. “The Southern Virginia Regional Housing Summit offers information and collaboration opportunities to help us move forward. I serve on the Tobacco Commission and we have a new housing incentive program to share this year: Economic Development Workforce Housing Incentive Pilot Program – Virginia Tobacco Region Revitalization Commission (revitalizeva.org).”

Greta Harris, Better Housing Coalition President and CEO, will be this year’s keynote speaker. Harris leads Richmond, VA’s largest nonprofit development corporation, and is a thought-leader in the corporate fields of real estate development, finance, and management. Harris’s dedication to transforming communities through affordable, high-quality housing has been a driving force throughout decades of service.

“As communities compete for business and talent investments, those who integrate housing into their broader development strategies are finding greater success in yielding inclusive economic growth and overall quality of life improvements,” said Harris.

Anna Mitchell, Senior Program Manager of the International City/County Management Association, and Ryan Price, Chief Economist for Virginia Association of Realtors, will also deliver presentations.

“The City of Danville’s Southern Virginia Regional Housing Summit has been a pivotal event for three consecutive years, addressing the region’s housing needs and driving significant growth and development,” said Southern Virginia Regional Alliance Executive Director, Linda Green. “In response to rising housing costs and a shortage of affordable housing across income levels, the summit has fostered a collaborative approach that encompasses infrastructure development, and key partnerships with developers, contractors and financial institutions. This regional effort has created a foundation for longterm economic growth, ensuring the area can meet both current and future housing demands. The initiative highlights the power of regional collaboration in tackling widespread challenges, offering a sustainable model for economic development and community resilience through housing modernization.”

Last year’s event was supported by 31 sponsors, with over 200 community partners in attendance. The event highlighted housing needs, current projects, and successful developments, including:

  • Eight townhomes from the Monument Berryman Project have been developed, with a total of 34 townhomes and 60 market-rate apartments planned.
  • Located between American Legion Boulevard and East Franklin Turnpike, The View at Franklin will feature over 200 apartments, divided among ten buildings; the first five buildings are in development.
  • The T.B. Fitzgerald Apartments, formerly the historic Coin Ops building, was recently renovated into 22 apartments.

Sponsors to date include Virginia Housing, Dewberry, the Institute for Advanced Learning & Research, the Lester Group, PLDR Law, Dan River Region Realtors Association, Danville & Pittsylvania County Habitat for Humanity, Riverside Roof Truss, Danville Pittsylvania Chamber of Commerce, the Martinsville, Henry, Patrick County Association of Realtors, the Tobacco Region Revitalization Commission, the Harvest Foundation, Caesars Virginia, Danville Community College, Danville Neighborhood Development Corporation, LE&D Professionals, Longevity Home Solutions, Southside Investing, and the View at Franklin.

Governor Glenn Youngkin Announces CNBC Names Virginia “America’s Top State for Business”

Governor Glenn Youngkin today announced that Virginia is ranked “America’s Top State for Business” by CNBC. The annual ranking measures all 50 states on 128 different metrics in 10 key categories of competitiveness to determine which states are delivering most effectively on the things that mean the most to business.

“When a business chooses to invest and grow in Virginia, we’re promising best-in-class talent, infrastructure, power solutions and business-friendly environment. Our administration has facilitated waves of economic investment and business expansions to reinvigorate growth and opportunity across Virginia. The Commonwealth has experienced record job growth and has welcomed companies committing over $74 billion in capital investment from major corporations like Amazon Web Services, The LEGO Group, Raytheon and Boeing, along with major expansions from others like Hilton, Northrop Grumman and Framatome,” said Governor Glenn Youngkin. “Economic development is a team sport, and Virginia’s made giant strides in business-ready sites, workforce development, regulatory reduction, infrastructure investment and all-of-the-above power solutions. I am thrilled that our great Commonwealth has been named America’s Top State for Business.”

Since day one, Governor Youngkin’s constant effort to make Virginia more affordable for families and a comprehensive focus on improving our business ecosystem has included $5 billion in tax relief to Virginians, reforming and consolidating workforce development efforts to focus on job creation and preserving Virginia’s Right-to-Work status, implementing an All-American All-of-the-Above Energy Plan to meet the power demands of a growing Commonwealth, historic investments in business-ready site development, robust infrastructure improvements and empowering excellence in education with multiple pathways for students to succeed.

Virginia’s premier talent base makes for a world-class labor pool ready to meet business needs. The Virginia Talent Accelerator Program, ranked the No. 1 Customized Workforce Training Program in the U.S. by Business Facilities in 2023 and 2024, and Virginia’s historic Tech Talent Investment Program are helping Virginia build the workforce of the future. Virginia is competing to win with more than $550 million funded for site development to accelerate construction and deepen the inventory of shovel-ready sites for employers before they come to Virginia. Site readiness has been the deciding factor for numerous major recent Virginia wins, including the LEGO Group.

“With top talent from high-ranking universities to robust supply chain infrastructure and a friendly business climate, Virginia has the perfect combination to make it a clear choice for business investment. I am thrilled that CNBC has recognized the huge efforts on many fronts that make Virginia America’s Top State for Business,” said Secretary of Commerce and Trade Caren Merrick.

“Being named America’s Top State for Business is a testament to the incredible progress being made throughout the Commonwealth, not least by the many thousands of businesses who call Virginia home,” said VEDP President and CEO Jason El Koubi. “This recognition is years in the making, and I am incredibly grateful to all of our state, regional, and local partners that contributed to this distinction.”

For the first time, CNBC weighted infrastructure — including availability of shovel-ready sites — as the most important component for businesses when deciding on investment and cited the Virginia Business Ready Sites Program, in addition to Virginia’s world-class port, rail, roadway, and air transportation ecosystem as major contributors to the recognition. In addition to infrastructure and workforce, the categories for the 2024 CNBC ranking include economy, quality of life, cost of doing business, technology and innovation, business friendliness, education, access to capital, and cost of living. Virginia has previously been named America’s Top State for Business by CNBC in 2007, 2009, 2011, 2019, and 2021.

“Automagic:” Robots and Automated Manufacturing

July 26, 2023

“Automagic:” Robots and Automated Manufacturing

Three robots and two large manufacturing machines communicating, collaborating and accomplishing tasks, all without human direction or involvement. Together, they take a piece of aluminum and, through several processes, convert it into a finished and packaged product.

It sounds like something out of a science fiction movie.

However, it will soon be a reality as part of the Industry 4.0 Lab in the Institute for Advanced Learning and Research’s (IALR) Center for Manufacturing Advancement (CMA). IALR staffers have designed and are building an autonomous manufacturing work cell where robots and manufacturing machines communicate via wireless signals. The work cell should be fully operational around December.

With the ability to tweak the process for different scenarios, this Industry 4.0 Lab will serve as a demonstration site, showing manufacturing companies what is possible. Enclosed in a glass room, the Industry 4.0 Lab will also be visible during tours of IALR.

“It’s a demonstration lab to show local industries what new technologies are out there and what might be able to benefit them,” said Butch Kendrick, Director of Digital Manufacturing IALR “We call it automagic.”

Robots and Machines Communicating, Working Together and Directing Each Other

Throughout the automated process, three robots and two different computer numerical controlled (CNC) machines will communicate with each other about the process and what each one needs from the others. All these communications – and the requests and information they share – have been pre-programmed and are managed by a software called a manufacturing execution system (MES).

With no name yet, this robot has one job: tend operations of the CNC machines using its compound gripper.

An autonomous mobile robot (AMR), Ralph consists of a mobile robotic cart and a universal robotic arm with seven joints.

Rosie completes the final inspection of finished products before packaging and preparing them for shipment.

“The actual machines are integrated with the robots,” Yeatts explained. “The machine calls when it needs to be tended by the mobile robot. The only human interaction was the programming. No one’s actually guiding the robot. The robots know the process and complete their jobs as needed.”

There will be alternative steps and workflows depending on the application, but the basic process will go something like this:

  • Under orders from the MES, the tending robot will pick up and load a piece of aluminum into the first CNC machine. With the material firmly in place, the machine will cut a shape. The robot will then take the part out of the machine and place it on a table.
  • Under a request from the tending robot, Ralph will retrieve the part and conduct pre-established inspections with engravers and scanners on the inspection island.
  • After the inspections, Ralph will drive to the CNC milling machine. Ralph will be responsible for tending the machine, putting the part inside and telling the machine to begin the operation before leaving to complete another task.
  • Once complete, Ralph will retrieve the part and take it to the coordinate measuring machine or back to the inspection table, depending on the predetermined workflow. Those that fail inspections or tests at either location would go onto a rejection conveyer belt – an event that would trigger a text or email notification to a human supervisor.
  • If it passes all relevant tests, Ralph will bring the module to Rosie – who received that name after a recent Facebook naming contest. Rosie will complete a final inspection, package the part and set it on a conveyor belt.
  • When Rosie says she has completed her task, Ralph will collect the packaged product and place it in the retrieval area.

The Challenge of an Autonomous Mobile Robot

Two primary challenges came with creating this type of integrated, automated manufacturing workflow.

How precise could the autonomous mobile robot be?

Disbelief and doubt. That is what Kendrick heard from organizations around the country while presenting the idea of an autonomous mobile robot as part of an automated manufacturing process. They said the robot would not be able to leave one post, go to another and then return to the exact same spot.

Butch Kendrick, Director of Digital Manufacturing, works with one of the robots in the Industry 4.0 Lab in the Center for Manufacturing Advancement.

Precision and repeatability are critical in these processes. The cart holding the automated robotic arm must pull up to the exact location every time. The robot arm must be able to reach the exact same spot in space repeatedly.

Kendrick and the Manufacturing Advancement team have developed a robot with extreme locational, three-dimensional precision. Prior to occupying the new CMA, they repeatedly demonstrated this concept in the Gene Haas Center for Integrated Machining, which houses the Integrated Machining Technology program. Once the AMR identifies a point in space and selects it as a reference point, it can return to almost that exact location even after traveling around the room to complete other tasks.

(The robot always came within 0.0015 inches of the point in space. That’s slightly larger than the diameter of a human hair.)

How could each of the robots and machines involved effectively communicate with each other?

What makes this workflow unique is how all the machines and robots communicate with each other through the MES in real time. Throughout the development of a single widget in this workflow, dozens of messages flow between the machines and robots. Some of the examples of messages the robots and machines share:

  • “I’m done with this process. Now you can collect this part.”
  • “The widget is positioned correctly. You can close the door and begin the operation now.”
  • “I am ready to complete another process.”

Traditionally, robots and machines that communicate with each other write files of information and put them in mutually accessible folders. This also requires extensive hardwiring and infrastructure.

“Working in the industry for 35+ years, one thing that disappointed me was working with automation. You had these two pieces of equipment that needed to exchange control information, but it was done in a very archaic way. It was done with technology used in the 1960s and 1970s. I knew there had to be a better way.” – Butch Kendrick, Director of Digital Manufacturing, IALR

But what if that communication could happen in real time? Each machine and robot has its own language. The key to allowing real-time communication, Kendrick said, has been creating proper protocols, which function as a sort of universal language between the technology and the MES. One of the focus areas of Industry 4.0 is creating the ability for different machines to communicate wirelessly without delay, which creates flexibility and reliability.

The Impact on Southern Virginia and Beyond

The Industry 4.0 Lab fits into the overarching mission of the CMA: to serve as the destination of choice for innovative manufacturers ready to optimize their operations and scale and facilitate the expansion of the advanced manufacturing sector. But the interplay between robots, machines and manufacturing processes is just one of the appeals of the CMA. Other features include:

  • Rapid-launch high bays can provide a temporary home for companies developing their own facility, expediting operational start-up time.
  • A CNC machining innovation lab enables new and existing businesses to evaluate their processes, build out improvements and incorporate efficiencies.
  • An ISO-certified metrology lab provides the integrated inspection capabilities required to validate product quality and includes one of the largest coordinate measuring machines on the East Coast.

The CMA is positioned next to the future Regional Training Center for the Accelerated Training in Defense Manufacturing program and other manufacturing training programs from IALR and Danville Community College. With the potential to host some classes and have students learn robotics and automation in the Industry 4.0 Lab, the CMA will also help prepare the workforce for advanced manufacturing jobs.

“Even with the rapid development of automation and technology, manufacturing jobs are not going anywhere. They are simply evolving to require more skills in areas like coding, engineering and math. Much of our focus at IALR is preparing the workforce for the future by teaching those needed skills in programs across all age and experience levels.” – Todd Yeatts, Executive Vice President, Manufacturing Advancement, IALR

The Center for Manufacturing Advancement provides state-of-the-art facility space, technology and equipment as well as leading expertise to position Southern Virginia as the destination of choice for advanced manufacturers.

Both existing manufacturers in the region looking to expand and manufacturers looking to enter Southern Virginia with a new site location are already benefiting. The United States Navy also established its Additive Manufacturing Center of Excellence (AM CoE) within the facility. The AM CoE will develop manufacturing “recipes” (technical data packages) that other organizations around the country can utilize to create parts and components. Several industrial manufacturing partners located in Southern Virginia for the first time due to the AM CoE.

“Today’s manufacturing and workforce challenges require comprehensive and innovative approaches to the way industry collaborates, along with significant investments in infrastructure, equipment and people. The CMA fosters each of these obligations in a way that will benefit the region, the Commonwealth and the country.” – IALR President Telly Tucker

These goals will remain the same in the Industry 4.0 Lab and the entire CMA, even as the equipment and processes evolve.

“I’m hoping everybody will be using this technology, this equipment and these processes five years from now,” Kendrick said. “Integrated automation and robotics will be commonplace, and our team will be looking at newer technologies and processes.”

Southern Virginia Increases Virginia’s Inventory of Shovel-Ready Sites

April 10, 2023

Southern Virginia Increases Virginia’s Inventory of Shovel-Ready Sites

The Southern Virginia Regional Alliance (SVRA) is pleased to join localities of Halifax, Patrick and Pittsylvania Counties and the City of Danville in announcing twenty-one sites that will move from Tier-Two to Tier-Four sites (signifying shovel-ready sites) in the Virginia Business Ready Sites Program (VBRSP) and eight sites that will move from Tier-Two to Tier-Five (shovel ready sites with graded pad sites). SVRA received $1,534,900 from GO Virginia Region 3 and $454,100 from the Virginia Tobacco Region Revitalization Commission (TRRC) to further the preparation of sites in areas identified with specific assets for transportation such as rail and highway access, utilities inclusive of significant supply of natural gas, electricity and water supply along with a demonstrated available labor shed and workforce pipeline. Southern Virginia leads the Commonwealth in the number of prepared sites, one of the reasons for the success they are achieving in business attraction. The strategy by local elected officials, government and economic development staff to keep an inventory of ready sites that serve diverse industries, leads to sites that are ready to market for prospects who need to ensure that the risks of building on the sites have been assessed and minimized.

The SVRA service region has worked with the engineering firms of Dewberry and Reynolds and Clark to complete right-of-way; engineering and building for reliable, redundant and abundant sites across the region. The strategy for site development included meeting diverse needs and has resulted in six VBRSP Tier-4 industrial parks in the region that provide access to eight VBRSP Tier-5 graded sites that are ready for immediate construction. An additional 21 VBRSP Tier-4 sites have completed the engineering due-diligence and are ready for grading and building within 12-18 months.

Sites range in size from 3.4 to 67 acres with from 2.5-32 acres of developable pad sites that can readily accommodate buildings from 20,000 sq. ft. to 600,000 square feet in size.  Some of the lots can be joined to accommodate larger pad sites for expansion capacity with up to double lot.
